Sudan to treat southerners as foreigners from April (Reuters)

KHARTOUM (Reuters) ? Sudan will treat South Sudanese as foreigners from April, state media said Thursday, adding to uncertainty over the fate of 700,000 southerners living in the north six months after independence.

South Sudan became Africa’s newest nation in July after a 2005 peace agreement that ended decades of civil war of the mainly Muslim north and the South where most follow Christian and traditional beliefs.

More than 350,000 southerners have gone home since October 2010 after living in the north for decades but some 700,000 southerners still live in the north, according to the United Nations.

Sudan’s cabinet said it would treat southerners as foreigners from April 8, state news agency SUNA said. They would have to get residency or work permits after that, officials have said.

The United Nations has warned southerners will face legal uncertainties in the north because Juba has not yet opened an embassy that can issue passports.

Not all southerners will have left by April. Many say they want to go home but others hope to stay since they have jobs and fear unemployment in the poverty-stricken south.

Symantec profit, forecast in line with estimates (Reuters)

(Reuters) ? Symantec Corp, the top maker of computer security software, reported a higher quarterly profit and issued an outlook in line with Wall Street estimates.

The company reported profit, excluding items, of 42 cents per share for its fiscal third quarter, ended Dec 30, beating the average analyst forecast of 41 cents, according to Thomson Reuters I/B/E/S.

The Mountain View, California-based software maker also forecast fourth-quarter per-share profit, excluding items, of 41 or 42 cents, below the average analyst forecast of 43 cents.

Symantec shares were quoted at $17.04 in extended trade, down from their Nasdaq close of $17.07.

Key Greek bondholders meet to discuss debt deal

(AP) ? Representatives of Greece’s private sector bondholders will meet on Wednesday to discuss how and whether to continue talks on a bond swap after the EU toughened its demands, a person close to the investors said.

The so-called steering committee of the Institute of International Finance will gather in Paris for an “important meeting … to really take stock” of the talks, the person said on condition of anonymity because of the sensitivity of the issue.

The committee represents banks and other investment funds that hold a large part of Greece’s debt.

On Monday, eurozone finance ministers decided to cap the average interest rate Greece can pay to investors taking part in a debt swap designed to cut Greece’s debt by euro100 billion ($130 billion) at well below 4 percent.

In their offer last week, the bondholders said the average interest rate should be above 4 percent.

The finance ministers also made clear that they would not increase the amount of rescue loans for Greece above the euro130 billion ($169 billion) tentatively agreed in October.

The interest rate is one of the most important variables in the bond swap that investors as well as the eurozone and the International Monetary Fund hope will bring Greece’s debt back to a sustainable level. The plan is to have private investors exchange their old Greek bonds for ones with half the face value and to push repayments 20 to 30 years into the future.

A higher interest rate could help buffer losses for investors, but the eurozone and the IMF say it will prevent Greece’s debt from falling to 120 percent of gross domestic product by 2020 ? the maximum level they see as sustainable. Without the debt swap, Greece’s debt would approach 200 percent of GDP by the end of this year.

If the investors decide against moving ahead with talks for a voluntary deal, the eurozone would face a stark choice between a forced default or new, bigger aid payments to Greece.

In a forced default, bondholders would likely stand to lose an even bigger part of their investments issued and traded by banks and other investors.

The eurozone has so far worked hard to prevent a payout of CDS, since the CDS market is obscure ? without a clear picture of who owes what to whom ? and they worry that it could create uncertainty and panic on financial markets. The private investors also argue that a forced default would make investors reluctant to lend to Greece and other vulnerable euro countries.

The person close to the private bondholders said the meeting was called for Wednesday because some eurozone officials wanted the deal to be ready for a summit of EU leaders on Monday.

Afghans hit by food price hikes as Pakistan shutdown bites (Reuters)

KABUL (Reuters) ? With snow piled deep in front of his small Kabul shop and a border shutdown enforced by Pakistan driving up food prices and severing a vital lifeline into Afghanistan, Asmatullah is having his own winter of discontent.

Since Pakistan closed supply routes to NATO forces in Afghanistan after the coalition killed 24 Pakistani soldiers in a cross-border air attack in November, ordinary Afghans and foreigners alike are feeling the impact of soaring food costs.

“I have lost 50 percent of my customers,” Asmatullah says, somehow managing a smile as he surveys his empty shop, surrounded by cartons of eggs and milk, boxes of cigarettes, drinks and crates of bottled water, now frozen solid on the icy pavement outside.

“Everybody has less income now, so people are just not able to buy. When the border is closed, the prices go up,” he said, huddled in a black hat and leather jacket to try and keep one of the most biting winters for years at bay.

The border shutdown, which Pakistan has promised to lift at a time still to be decided, underscores Afghanistan’s reliance on food imports through its mountainous eastern border, rather than from Iran in the west and longer, more costly, routes north through ex-Soviet Central Asia.

Most food imports come from India, Dubai and Pakistan, and are trucked into the landlocked country from Karachi, entering Afghanistan through turbulent southern Kandahar province, in Spin Boldak, and Torkham, in eastern Nangarhar province.

Since the Pakistan border closure, the cost of trucking or flying supplies into the country for U.S. forces has soared from $17 million a month to $104 million, figures from the Pentagon in U.S. media showed this month.

At the three-storey Finest supermarket, popular with foreigners and locals and the target of a deadly suicide bomb last year, owner Matiuddin says the cost of importing a container of food has soared from $8000 before the border closure to around $23,000.

“It’s a huge problem. Everybody is yelling. If they don’t solve it soon we are going to have to close our business,” Matiuddin said in his cramped office, slamming his hand on an ageing fax machine in frustration.

“We are just having to let food expire and keep it on the shelves in hope of selling it.”

Since the shutdown was imposed, prices for a kilo of chicken have jumped from 200 Afghani ($2) to 250 Afghani. Tomatoes have more than quadrupled and those for cheese doubled.

Housekeeper Nadira Habibi, 37, said that even with her husband and a son working, it was becoming too difficult to feed her family of seven.

“Before we spent around 20,000 Afghani a month ($400), but now it’s more than 30,000, which we’re just not able to afford,” Habibi said.
